John J. Kelly, Ph.D.

John J. Kelly III, Ph.D. is President of Model Software Corporation. He has developed advanced software applications and consulted with the DoD and a variety of industrial, financial, and service companies. He has performed extensive research and development in model-based diagnosis, constraint-based reasoning, planning & scheduling, computer vision for video surveillance (patent pending), and machine learning for spam filtering (spamagogo.com). The planning & scheduling software using constraint-based scheduling techniques is being applied to scheduling all DoD non-tactical aircraft missions worldwide (the world's largest charter airline service). He also previously served on the architecture team for the largest IT project in the DoD, DIMHRS (Defense Integrated Manpower and Human Resources System).

Before starting Model Software Corporation, he led the artificial intelligence group at Martin Marietta Manned Space Systems where he directed corporate sponsored R&D into AI and NASA sponsored AI software development. He had previously worked as a senior engineer in the advanced programs group and on the NASA space shuttle program where he received a NASA Certificate of Appreciation for his contribution to the Challenger investigation. Dr. Kelly graduated with his B.S. in Mathematics and Computer Science from the University of Notre Dame in 1983. He received his M.E. in Computer Science in 1987, and a Ph.D. in Computer Science in 1996, both from Tulane.

Dr. Kelly serves on the board of directors of the Louisiana Technology Council (LTC), as well as on the board of the Louisiana Angel Network. He is the chairman of the LTC software industry committee (comprised of 50 software companies in the Metro area), and is a member of the Loyola College of Business Visiting Committee. He serves on the organizing committee for the annual Tulane Engineering Forum and is the 2003 recipient of the Harold A. Levey Award for Outstanding Professional Achievement from the Tulane School of Engineering . He is a founding director of the European Cyber Security Initiative (ECSI) which, at the request of the European Commission, will host the upcoming Conference of the European Ministers of Communication in Tallinn, Estonia on the upcoming anniversary of the Estonian cyber attacks. He is a member of the Flood Protection Alliance.
